Position Overview
The Marion County Hospital District seeks a motivated, organized, and bondable professional to serve as Building/Office Administrator. This part-time position (approximately hours per week) is responsible for day-to-day office operations, financial and payroll processes, administration of the Districts indigent health care program, records management, Board support, and basic building/facility coordination. The successful candidate will work largely independently in a small public office and must maintain the highest standards of confidentiality, accuracy, and public accountability.

Based on operational needs identified through the recent recruitment process, the District prioritizes candidates with demonstrated experience in the following areas, in order:
Payroll Processing payroll, understanding employee vs. independent contractor classification, tax withholding concepts, and related documentation.
Accounting Hands-on experience with QuickBooks (required), accounts payable/receivable, expense tracking, basic financial reporting, and maintaining accurate ledgers.
Office Management Running daily office operations, records management, correspondence, scheduling, customer/provider communication, and independent prioritization of multiple tasks.
Building / Facility Management Coordination of basic building maintenance, vendor oversight, property-related records, and awareness of facility needs in an older or multi-structure setting.
Essential Duties and Responsibilities
Administer the Districts indigent health care program, including application intake, eligibility review consistent with policy, documentation, and coordination with providers and agencies.
Process payroll and maintain related records; support accounts payable/receivable and routine financial transactions in QuickBooks.
Prepare accurate financial summaries, expense records, and supporting materials for Board review.
Maintain organized, audit-ready records (electronic and paper) and ensure confidentiality of all sensitive information.
Prepare Board meeting materials, agendas, and related documentation; attend and support monthly Board meetings; assist with meeting minutes as needed.
Serve as a professional point of contact for the public, providers, agencies, and vendors; respond to inquiries promptly and accurately.
Coordinate basic building and facility needs, including vendor scheduling, maintenance tracking, and related records.
Comply with Texas Open Meetings Act and Open Records (Public Information Act) requirements; complete any required training and maintain documentation of completion.
Required Qualifications
High school diploma or GED (Associate or Bachelor degree preferred).
Demonstrated proficiency with QuickBooks (hands-on experience required; verbal claims alone are insufficient).
Practical experience with payroll processes and basic accounting (accounts payable/receivable, expense tracking, financial documentation).
Proficiency with Microsoft Excel and general office software (Word, Outlook, or equivalent).
Ability to work independently with limited daily supervision, manage multiple priorities, and maintain high attention to detail.
Strong commitment to confidentiality and ethical handling of sensitive personal, financial, and health-related information.
Must be bondable.
Local or willing to work on-site in the Jefferson / Marion County, Texas area during limited daytime office hours (approximately 8:00 a.m. 12:00 p.m.).
Preferred Qualifications
Prior experience in office management, public administration, healthcare administration, or a regulated public program.
Familiarity with Texas Open Meetings Act and/or Public Information Act.
Experience supporting a governing board (agenda preparation, packet assembly, minute-taking, or public meeting processes).
Building, facility, or property management exposure (vendor coordination, maintenance tracking, older structures).
Bilingual (English/Spanish) is a plus but not required.
Schedule, Compensation, and Benefits
Schedule: Part-time, approximately hours per week. Office hours are limited (typically mornings). Attendance at monthly Board meetings and occasional outreach activities is required.
Compensation: Salary based on qualifications and experience. Candidates should be prepared to discuss compensation expectations during the interview process.
Benefits: This position does not offer health insurance or retirement benefits. Limited additional benefits may apply according to District policy; details will be discussed with finalists.
